    Abstract

    The 2012 PHC, like previous censuses, contributed to the improvement of quality of life of Tanzanians through the provision of current and reliable data for policy formulation, development planning and service delivery as well as for monitoring and evaluating national and international development frameworks.

    The 2012 PHC is unique as the collected information will be used in monitoring and evaluating the Development Vision 2025 for Tanzania Mainland and Zanzibar Development Vision 2020, Five Year Development Plan 2011/12–2015/16, National Strategy for Growth and Reduction of Poverty (NSGRP) commonly known as MKUKUTA and Zanzibar Strategy for Growth and Reduction of Poverty (ZSGRP) commonly known as MKUZA. The Census will also provide information for the evaluation of the Millennium Development Goals (MDGs) in 2015. The Poverty Monitoring Master Plan, which is the monitoring tool for NSGRP and ZSGRP, mapped out core indicators for poverty monitoring against the sequence of surveys, with the 2012 PHC being one of them. Several of these core indicators for poverty monitoring are measured directly from the 2012 PHC.

    The 2012 Tanzania Basic Demographic and Socio-Economic Profile provides a short descriptive analysis and related tables on main thematic areas covered in the 2012 Population and Housing Census. Areas covered are population size; growth and distribution; age and sex profile; household composition; marital status; citizenship; birth registration and disability. Other topics are survival of parents; education and literacy; economic activity; housing conditions; household assets and amenities; agriculture and livestock; fertility and mortality. In many cases, characteristics have been disaggregated by location (rural and urban) and where possible comparisons have been made with past Census(es) to observe the trend over time. Related tables are presented in a separate publication (Detailed Statistical Tables for National Basic Demographic and Socio-EconomicProfile - Volume IIID).

    The new topics that were covered in 2012 PHC for the first time since 1967 which was the first Census after the Union of Tanganyika and Zanzibar were; Birth Registration, Agriculture and Livestock, Day Population, Diaspora, Social Security Schemes, Refuse Disposal, Cause of Death and Maternal Health.

    Sampling Procedure

    The country was divided in small managed Enumeration Areas (EA). Two types of Questionnaire were used. The Short Questionnaire, which was administered in non-sampled areas (about 70 percent of all EAs). The other type is the Long Questionnaire, which was administered in selected or sampled areas (about 30 percent of all EAs). Also, there were other questionnaires (community; persons on transit, hotel/lodge residents and hospital in-patients; and persons with no fixed Residence) which were administered during enumeration.

    The long and short questionnaires are used in data collection, English language used in publishing questioonaires. Information on the questionnaire designed based bsaed on previous questioonaire and review(opinions) from various stakeholders. Questionnaires testing done before data collection.

    Supervision

    Every enumerator is given a spcific area of data collection known EA(Enumeration Areas). Every enumerator togethe with local reader visit the EA to dertemine the boundary before the date and day of data collection. Distict Census Cordinator control and surpervise the all process of data collection, and if there is any challenge arised, they communicate with Regional Census Coordinators and other Regional Statistician Manager.

    Training for enumerators, local readers, politician, and public in general done before data collection. Various staff from NBS- Surpervice the whole process of data collection. Regional Statistician Managers both in Mainland Tanzania and Zanzibar work closely with Regional Census Cordinators and District Census Cordinators in order to make sure that no obstacles which can hinder the all process of data collection

    Data processing done soon after data collection completed. Data editing done throgh various stages namely Office editing and coding,various program are used in data Processing such SPSS and CSpro.
