The census for Statistical Business Register is a periodic census conducted after every three years in Tanzania Mainland and four years in Tanzania Zanzibar. The maintenance and updating of SBR is a continuous process conducted every year by Regional Statistical Offices. The 2023/24 SBR is the first harmonized census conducted by the National Bureau of statistics (NBS), Tanzania Mainland and Office of the Chief Government Statistician (OCGS), Tanzania Zanzibar. The previous censuses were conducted separately for Tanzania Mainland and Tanzania Zanzibar
This report presents the findings of the 2023/24 Census of Statistical Business Register (SBR). The census was undertaken by the National Bureau of Statistics (NBS),Tanzania Mainland and the Office of the Chief Government Statistician (OCGS), Tanzania Zanzibar. The 2023/24 SBR is the first United Republic of Tanzania (URT) census of establishments conducted in Tanzania under the Tanzania Statistical Master Plan II (TSMP II).
The main objective of the SBR census if to provide sampling frame for all establishment based censuses and surveys. Previous censuses were conducted separately for Tanzania Mainland and Tanzania Zanzibar. This report presents findings based on visited establishments. The Census of Business Register (SBR) was a complete enumeration of all operating economic units with a fixed location in the country, irrespective of the number of employees.The general objective of the 2023/24 SBR is to provide a comprehensive and up-to-date source of information from establishments within a specific region or jurisdiction. This register serves as a foundational tool for statistical agencies and organizations, offering a systematic way to collect, maintain, and disseminate data on various aspects of establishments, such as their size, industrial classification, geographical location, ownership, and economic activities. It will also be used as a sample frame for several surveys that will be conducted in the country.
The 2023/24 SBR covers all establishments engaging one person and above and operating in fixed premises that adhere to the International Standard Industrial Classification, Revision 4 (ISIC-Rev. 4).

The scope of the 2023/24 SBR census covers both public and private establishments , it contains structural information about each establishment, including (but not limited to) name, economic activity, location and employment by sex.

The census also covered businesses with operations in Tanzanian township in regions, urban wards/shehia, urban portions of mixed wards/shehia, and district and regional headquarters.

The questionnaire contains information related to; establishment identification, name
of establishments, contact information, main activity, year an establishment started
operation, ownership, type of establishment, registration status, persons engaged
and number of rooms/beds.
Other important steps taken includes structure and completeness checking and keeping the Back up of raw data ready for analysis stage

Supervisors and enumerators physically re-administered incomplete questionnaire by using tablets and where possible revisited missing respondents in order to reduce the level of non-response. The enumeration exercise was a face to face interview undertaken using a team work approach.Owners or any eligible person in the establishments were the respondents. Teams were allocated to enumeration area/Shehia. Each team had an average of five enumerators and one team leader. In order to ensure quality of data collected, there were supervisors at regional level and from NBS/OCGS headquarters. Furthermore, data collection and management were done concurrently
The 2023/24 SBR enumeration was completed within fifty-four (54) days in Tanzania Mainland and forty-five (45) days in Tanzania Zanzibar, although the follow-ups were made through both face to face visits and telephone calls. Supervisors and enumerators physically re-administered incomplete questionnaire by using tablets and where possible revisited missing respondents in order to reduce the level of non-response. The enumeration exercise was a face to face interview undertaken using a team work approach.Owners or any eligible person in the establishments were the respondents. Teams were allocated to enumeration area/Shehia. Each team had an average of five enumerators and one team leader. In order to ensure quality of data collected, there were supervisors at regional level and from NBS/OCGS headquarters. Furthermore, data collection and management were done concurrently.
A pilot test of the census questionnaire was conducted. This was done to test the relevance of questions,wording and flow, and understanding of questions by respondents. It also helped to finish the coding for the questionnaire and assess how well the census instruments worked to get the desired data throughout the data collection activity
Data processing involved various activities which included: - receiving data electronically from field though servers immediately after being edited by the field supervisors; computer editing using logics built in the CAPI.
Cleaning and validation were facilitated using a well known data processing software, CSPro 6.0 and then the cleaned data were exported to statistical analysis software, SPSS 20, for the final stage of processing (tabulation). Data cleaning was based on ISIC REV 4 for clarifying the appropriate codes for main activity of establishment, whereas validation checks were carried out to ensure that there were no errors. Microsoft Excel was used for producing tables and charts for easy visualization of the results.
