Enterprise Census [en/census]
The Census of Industrial Production (CIP) is a periodic national census conducted by the National Bureau of Statistics (NBS) and the Office of the Chief Government Statistician (OCGS). It provides benchmark information on industrial establishments and serves as the basis for updating the industrial statistical frame and supporting subsequent Annual Surveys of Industrial Production (ASIP).
The census revealed that, there were a total of 57,684 establishments operating in 2023 in Tanzania with a majority of 53,149 (92.1 percent) classified as small and 4,535 (7.9 percent) as large establishments. The manufacturing sector accounted for the highest number of small establishments, amounting to 51,902 (97.7 percent), while lowest was recorded for electricity, gas, steam, and air conditioning supply with 33 (0.1 percent). Likewise, for large establishments, manufacturing had the highest number 3,489 (76.9 percent), whereas electricity, gas, steam, and air conditioning supply had the lowest number with 95 (2.1 percent) establishments.
Single establishments comprised the vast majority of all industries, accounting for 56,313 (97.6 percent) of the totals. This was followed by head offices 751 (1.3 percent) and finally branches with 620 (1.1 percent) establishments. This implies that industrial sector is largely driven by single establishments.
In Tanzania, most establishments were engaged in manufacturing (96.0 percent). Whereby, the majority were engaged in production of food (40.4 percent), manufacturing of wearing apparel (20.7 percent), manufacture of furniture (14.1 percent) and manufacture of fabricated metal products except machinery and equipment (12.2 percent). This highlights the importance of agriculture in supporting manufacturing. Within the non-manufacturing sectors, the largest share was recorded in mining and quarrying (3.3 percent), followed by water supply; sewerage, waste management and remediation activities (0.5 percent) and the electricity, gas, steam and air conditioning supply sector contributed a marginal share of 0.2 percent.
The industrial sector created 471,482 jobs in Tanzania, underscoring its vital role in economic development. Total personal engaged for large establishments were 276,196 persons representing 58.6 percent of the total. Small establishments contributed the remaining 195,286 persons engaged accounting for 41.4 percent. This distribution highlights the dominant role of large-scale operations in driving employment, while also affirming the essential contribution of small establishments in supporting inclusive growth across diverse industries.
Tanzania's total value added amounted to TZS 19,791,037 million, with Mainland Tanzania contributing the largest share of TZS 19,463,064 million, while Zanzibar recorded TZS 327,973 million of value added. Looking on industrial sector, manufacturing was the leading contributor to total value added (58.2 percent), followed by mining and quarrying (37.8 percent), while electricity, gas, steam and air conditioning supply (2.5 percent) and water supply; sewerage, waste management and remediation activities (1.5 percent) accounted for relatively small shares

The Census of Industrial Production (CIP) 2023 covered all industrial establishments operating from fixed premises and classified according to the International Standard Industrial Classification of All Economic Activities (ISIC), Revision 4. The census followed the International Recommendations for Industrial Statistics 2008 (IRIS 2008) and UNIDO Industrial Statistics Guidelines and Methodology 2010, covering four industrial sectors: Mining and Quarrying; Manufacturing; Electricity, Gas, Steam and Air Conditioning Supply; and Water Supply, Sewerage, Waste Management and Remediation Activities. A complete enumeration was conducted for all establishments employing 10 or more persons, while a sample survey was used for establishments employing 1–9 persons. In Zanzibar, all industrial establishments were covered through total enumeration.

National coverage (United Republic of Tanzania, including Tanzania Mainland and Zanzibar). The census covers industrial establishments across all regions of the country, and the results are representative at the national level.
The census cover all industrial establishments operating in Tanzania during the reference year 2024 , engaging one (1) or more persons, and classified under ISIC Rev. 4 Sections B–E.

The sampling frame comprised 57,684 industrial establishments operating in 2023, including 54,084 in Mainland Tanzania and 3,600 in Zanzibar. It was developed from the Statistical Business Register (SBR) maintained by the National Bureau of Statistics (NBS) and the Office of the Chief Government Statistician (OCGS), supplemented with administrative records from relevant government institutions.
Census and Sample Components
In Zanzibar, all 3,600 establishments were completely enumerated due to their manageable number; therefore, no sampling was undertaken.
In Mainland Tanzania, the 54,084 establishments were divided into three components:
4,228 large establishments (10 or more persons engaged): All were completely enumerated.5,682 small establishments (1–9 persons engaged) in industrial activities with relatively few establishments: All were completely enumerated.
44,174 small establishments (1–9 persons engaged) in seven manufacturing activities with large numbers of establishments:
(i) Manufacture of vegetable and animal oils and fats;
(ii) Manufacture of grain mill products;
(iii) Manufacture of wearing apparel, except fur apparel;
(iv) Saw milling and planning of wood;
(v) Manufacture of articles of concrete, cement and plaster;
(vi) Manufacture of structural metal products; and
(vii) Manufacture of furniture.
These were selected using a probability sampling approach.
Sample Design For the third component, a stratified sampling design was applied. Establishments were stratified by region, ISIC Rev.4 industrial activity, and employment size class. A total of 7,920 establishments was selected from the 44,174 establishments using probability sampling procedures.
The CIP 2023 covered 21,430 industrial establishments from a national frame of 57,684 establishments. All establishments in Zanzibar and all large establishments in Mainland Tanzania were completely enumerated, while small establishments were covered through either complete enumeration or probability sampling
The overall response rate for the CIP 2023 was 98.2 percent. In Mainland Tanzania, 17,447 out of 17,830 selected establishments responded, yielding a response rate of 97.9 percent. In Zanzibar, 99.8 percent of the 3,600 completely enumerated establishments responded from 3606. These response rates were considered adequate for producing reliable industrial statistics.
The weight consisted of two main parts; the raising factor and the grossing factor. In some cases, special treatment was also given to large self-representing units
The CIP 2023 employed two questionnaire types; a detailed questionnaire for large establishments and a short questionnaire for small establishments. Both questionnaires were structured to align with the United Nations' International Recommendations for Industrial Statistics (IRIS) 2008 to ensure regional and global comparability. The questionnaire design also incorporated the data requirements of key stakeholders, including National Accounts, government institutions, researchers, and the business community, thereby ensuring both internationally consistence and local relevance
Data were collected electronically using a Computer-Assisted Personal Interviewing (CAPI) application on tablets. Built-in validation rules, skip patterns, and consistency checks minimized data entry errors. The data were synchronized to a central server, cleaned, validated, weighted, and analyzed to produce the final statistical results.

Data collection was supervised by regional coordinators and field supervisors from NBS and OCGS. Supervisors monitored enumerators, reviewed completed questionnaires, conducted quality control checks, and ensured compliance with survey procedures through regular field visits.
The pre-test for the Census of Industrial Production (CIP) 2023 was conducted from 2024-12-05 to 2024-12-20. The exercise involved selected enumerators and supervisors who later participated in the main data collection. The pre-test was undertaken to test the questionnaire, CAPI application, and field procedures prior to the main data collection exercises
Data editing involved both automated and manual validation procedures. Completed questionnaires were checked for completeness, consistency, logical errors, missing values, and outliers. Identified issues were corrected through data verification with field teams and respondents before the final dataset was prepared for analysis.
Sampling errors were calculated for selected key indicators, including standard errors, coefficients of variation, design effects, and design factors. The calculations considered the survey design and sampling weights, and results are presented in the CIP 2023 Analytical report.
Data quality was assessed through completeness and consistency checks, outlier detection, and comparison with existing administrative and historical industrial data to ensure reliability of the CIP 2023 results.
