    Series Information

    The history of the Employment and Earnings Survey (EES) in Tanzania dates back to 1963 when the first post-independence survey was launched. Thereafter, data on employment and earnings continued to be collected annually. However, due to lack of financial resources, this series was discontinued for sixteen years before it resumed in 2001, this report being the sixth since then.

    Abstract

    The main objective of the 2013 Employment and Earnings Survey was to obtain comprehensive data on the annual status of employment and earnings as well as data on the socio-economic characteristics of the labour market.

    Sampling Procedure

    Employment and Earnings Survey 2013 sample was based on a sampling frame obtained from the Central Register of Establishments (CRE) maintained by the NBS. The existing sampling frame was developed on the basis of International Standard Industrial Classification Revision 4 (ISIC Rev.4). 10

    Employment and Earnings Survey 2013 covered all establishments of public and all private sector establishments employing at least 50 employees. For all private sector establishments employing 5 - 49 employees, multistage sampling technique was used. The first stage within a region included stratification of all private establishments employing 5 - 49 employees into two strata namely 5 - 9 employees and 10 - 49 employees. Then, the sample size for each stratum was developed in each region. Finally, probability proportional to size (PPS) was used to draw the sample within each industry.

    A similar approach was used in all the 25 regions to draw the sample size across all industrial major divisions in the two strata separately to enhance representation of all economic activities to the economy.

    Response Rate

    The accuracy of the statistical data provided in the tables is dependent on the rate of response, especially where a few establishments are dominant in the industry.
    On average, the response rate was about 89.2% for Employment and Earnings Survey 2013.

    Weighting

    The sampling weights for the strata were calculated by using the simple expansion method denoted as:-

    Weight = N/n

    Where: N = Total number of establishments before sampling
    n = Total number of sampled establishments

    Variable weight was used in the data set to weight the data.

    Questionnaires

    The Annual Employment and Earnings Survey uses an English Questionnaire which devided into several sections namely, Identification, Regular Employees. Employment and Earnings, Casual Workers, Number of Workers Recruited during the last 12 Months and Job Vacancies.

    Supervision

    After questionnaires sent to various owner of Establishments to all regions, the Regional Statistical Managers are responsible for demonstrating how to fill and make initial checks of the filled questionnairs. Incase of any additional information put into a questionnaire, Head Quarters Supervisors have to conduct an adhok training to Regional Manager to address new areas added and to fill them in the questionnire.

    Data Collection Notes

    Data were collected using questionnaires delivered to the selected establishments by regional statistical offices. Data collected refer to identification of establishments, regular employees, casual workers, number of new workers recruited and the current job vacancies. The Survey did not include the following:

    1. Wage earners in seasonal small-holder agriculture

    2. Employees in households

    3. Members of the foreign diplomatic missions, corporation and international aid
      organizations stationed in Tanzania

    4. Members of armed forces

    Data Editing

    After questionnires received to Head Quarters, Labour and Price Statistics Department recruits temporary editors for editing and coding the filled questionnaires before data entered to the computer to continue with further data processing steps. Completion of data entry followed by computer data editing for consistent and data entry error checks.

    2. Licensed datasets, accessible under certain conditions
    3. Datasets only accessible on location, for certain datasets

    The dataset has been anonymized and available as a public use dataset. It accessible to all for statistical and research purposes only, under the following terms and conditions:

    1.The data and other material will not be redistributed or sold to other individuals, institutions, or organization without the written agreement of the Tanzania National Bureau of Statistics.

    2.The data will be used for statistical and scientific research purposes only. They will be used solely for reporting of aggregated information, and not for investigation of specific individuals or organizations.

    3.No attempt will be made to produce links among dataset provided by the National Bureau of Statistics, or among data from the (National Bureau of Statistics) and other datasets that could identify individuals or organizations

    4.No attempt will be made to re-identify respondents, and no use will be made of the identify of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the National Bureau of Statistics.

    5.Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the National Bureau of Statistics will cite the source of data in accordance with the Citation Requirement provided with each dataset.
