The 2011/12 Business Register (BR) for Tanzania Mainland is the first of its kind since it has integrated and translated the current and future demands of local and international data producers and users.
The main objective of the survey was to improve the CRE by collecting necessary inputs that will fulfill the current demands of our stakeholders in their daily activities. Other specific objectives were:
(i) to harmonise all establishment directories produced by other data producers in order to have a National Statistical Directory (NSD) of Establishments;
(ii) to improve the CRE dataset by adding new variables including initial capital investments and their sources, owners and their nationalities, business categories, size of the business (micro, small, medium, large) and annual turnover;
(iii) to improve awareness on the importance of BR among key stakeholders by using Information Communication Technology (ICT) and other means of communications; and
(iv) to ensure the proper use of the BR to all data producers and data users as well as public at large.

The implementation of the 2012 Baseline survey is an important exercise since the information collected will be used to improve the CRE in order to fulfill the current demands of our stakeholders. The baseline findings will be used to develop a database of existing establishments in the country. Unlike, the current CRE, the produced BR will have establishments which are registered and active. All establishments with one and above employees will be included in the 2012 Business Register of Tanzania Mainland.
The updated Business Register (BR) Report will provide quality and adequate sampling frame for establishments' based survey. This will facilitate planning and decision making within the government, the business community, Institutions and other stakeholders. Moreover, will stimulate research and inform public debate through the provision of relevant, reliable and timely statistics and a quality statistical service in general.

A set of questions were designed to capture data and information for each establishment as required, in order to have unbiased results, a sample of administrative units were drawn per region. The selection of these administrative units (wards) used a purposive and random sampling as follows:
Stage One: selection of all pure urban wards in regions and Dar es Salaam was done purposively;
Stage Two: selection of 50 percent of mixed wards in regions was done randomly; and
Stage Three: selection of 25 percent of rural wards in regions of Tanzania Mainland was done randomly.

A survey instrument (structured questionnaire) was designed to provide the required information regarding: a name of the establishment; mailing Address e.g. Box number, Telephone number, fax and e-mail number; physical location of the establishment; Date of its first Operation; Main Activity and Auxiliary Activities of the Establishment; Type of Ownership; Nationality of owners; Others include, Volume of sales or value of output (turnover), Initial Capital investment, Sources of capital, registration status; size of the business and number of persons employed (engaged) by sex.

A total of 14 overall senior supervisors, 21 regional supervisors and 115 enumerators were trained for 7 days to understand the survey instruments (manuals, questionnaires and structured questions). Twenty one teams were eventually formed after completion of the training.
Data collection was began in April, 2012 and completed in June, 2012. Enumerators were assigned according to the expected total number of establishments in the region, of which Dar es Salaam region had highest number of enumerators (20 enumerators), followed by regions with 5 enumerators each (Dodoma, Arusha, Kilimanjaro, Morogoro, Tanga, Mtwara, Ruvuma, Iringa, Mbeya, Tabora, Kigoma, Shinyanga, Kagera, Mwanza and Mara) and those with 4 enumearators each were Pwani, Lindi, Singida, Rukwa and Manyara regions. In addition to that, a team of 14 senior staff from Headquarters formed a national quality control team.
